Data platform for the monitoring of social and economic conflict consequences and movement in the East of Ukraine.

It is a unique project, that is being elaborated for the Ministry on the issue of temporarily occupied territories and internally displaced persons of Ukraine with an engagement of the best specialists of the Ministry, our company, M. Ptukha Institute of Demography and Social Studies of NASU, Kiev International Institute of Sociology, with an attraction of international financial, humanitarian and coordinating organizations representatives to create maximally comfortable and applied instrument of different organizations work for the specialists that lead a multifaceted activity, aiming at infrastructure of suffered from the conflict renewal in eastern territories of Ukraine, and also for studying of this difficult situation influence and consequences for social and economic indices of the population welfare both in the scope of the suffered regions and the country in general.

There were realized basic thematic interfaces for all active participants of the renewal process:

Needs of the region,
Course of the realization,
Humanitarian operations,
Events and actions,
Social and economic indices,
General data.

Prior data platform components for a monitoring of social and economic conflict and movement consequences in the East of Ukraine are:

informational network of interacting profile sets of geospatial data, that are being formed, supported, actualized, supplied and entered into the unitary database;
Geoportal with a server of geospatial data of common usage and a catalogue of geoinformational resources, which are observed as the main component of a unified detection system and providing a regulated users access to these resources in the medium of a monitoring of social and economic conflict and movement consequences in the East of Ukraine, and also with a cartographical server of a common usage for servicing a broad circle of users with a final geoinformational production in electronic formats, including geoinformational resources to satisfy the needs of citizens and organizations;
subsystem of forming, managing and using of informational resources database, as a component of a monitoring platform of social and economic conflict and movement consequences in the East of Ukraine.

Monitoring platform of social and economic conflict and movement consequences in the East of Ukraine is being built due to a modern service-oriented architecture and responds the principles of open systems interaction on the base of standardized protocols. In the part of geospatial data processing, which form the basis of informational resources of monitoring of social and economic conflict and movement consequences in the East of Ukraine, platform is in compliance with Public Standard DSTU 19101:2009 (2002 – reference model), “Geographical information – Reference model”.

Monitoring platform of social and economic conflict and movement consequences in the East of Ukraine is oriented on the conception of national and regional geospatial data infrastructures creating, in particular on the European Union infrastructure "INSPIRE" geospatial data, fundamental series of standards ISO 19100 principles – Geographical information / Geomatics and technical specifications of OGC (Open Geospatial Consortium) in the matter of geoportal and general geoservices sample model, and also on scientific works of national and foreign scholars in the sphere of forming, cataloging and using of metadata about geoinformational resources, methods and technologies of geoportals constructing, in particular about the application of Open Source means.

The platform is realized due to client-server and service-oriented architecture, the core of which is a geospatial data, documents and other data depository server in the medium of database object-relational management system (OR DBMS) with functional extensions for supporting, storing and processing of geospatial data on the base of compliance with the SQL 2008 standard (basically – SQL 3). On the server operating system of UNIX type with an open code is being used, namely FreeBSD 10.3. Other components of the system are created mainly by means of programmed products with an open code (OpenSource) integration and also extra programmed modules are elaborated.

Server multiplier of Monitoring of social and economic conflict and movement consequences in the East of Ukraine data repository is realized on the base of DBMS PostgreSQL with functional extension for work with geospatial data PostGIS, which is being used rather widely and successfully in practical realizations within geoinformational systems and territorial management systems in Ukraine and abroad, in particular base of topographical data of France, where information concerning more than 100 mln of topographical objects of France is being stored and updated, geoportal of Public cadastral map of Ukraine, geoportal of administrative-territorial system of Ukraine.

Monitoring platform of social and economic conflict and movement consequences in the East of Ukraine is being built by three-tiered logical structure as a part of the following:

database server for the storage of geospatial data, documentation and other data about the monitoring of social and economic conflict and movement consequences in the East of Ukraine;
programmed services, including the following: creating and managing of registers database of the monitoring of social and economic conflict and movement consequences in the East of Ukraine, processing of geospatial data and forming of electronic maps;
special software of clients’ automatized workplaces (AWP) of basic subjects of the monitoring of social and economic conflict and movement consequences in the East of Ukraine, which due to their official functions, create and use the system data.
