The presentation of the Report on the assessment of damages and key needs of Mykolaiv took place on December 16.
The city has been developing its own geoinformation system for 4 years. That's why Mykolaiv today, in such an extremely difficult situation, has a sufficient technological basis for high-quality collection, verification and analysis of data on the destruction and damage caused.
During the presentation, the mayor Oleksandr Sienkovych said that the city records the destruction with the help of geo-information technologies.
"For the past four years, Mykolaiv has been developing a modern geoinformation system together with the SOFTPRO company. In simple words, this is a highly detailed map of the city, on which various "layers" with the necessary information are then superimposed. For example, the condition and age of communications, buildings, cell towers, etc. It is with the help of GIS that we record the damage caused to the city by the attacks of russian terrorists," the mayor said. After the full-scale invasion of the Russian army and the moment of close cooperation with the Danish government and EU Anti-corruption Initiative (EUACI), officials asked to fund the development of an additional GIS “layer” with data on the destruction
"I want to note that Mykolaiv is among the leaders in terms of digital readiness for recording and assessing destruction. Unfortunately, this situation is not everywhere, - says the head of the "Russia will pay" project Maksym Nefyodov. - The goal of our project is to provide high-quality analytics and perform verification, to help find errors in manual information entry that occurs in wartime conditions. And, of course, we want to have a high-quality evidence base both for potential trials against the military aggressor and for compensation for damages caused to cities, businesses, and citizens. In addition, such information will become the basis for the creation of post-war recovery plans.
The housing stock was the most affected in the city. Damages from Russian shelling in Mykolaiv amount to almost 400 million euros. The total effective area of the destroyed housing is approximately 360,000 square meters.
In terms of industries:
- 4 objects were damaged in the social sphere;in
- the field of education - 98 objects for a total amount of 45 million euros (figures confirmed by the Ministry of Education of Ukraine);
- health care - 26 million euros (only what is visible in the pictures of area, the total damages reach about 200 million euros, because the hospital is not only a building that can be seen from above, but also valuable equipment);
- sports - damage assessment is 11 million euros;
- administrative buildings, in particular, the regional state administration - 12 million euros;
- a huge problem due to a broken water supply (networks are collapsing, and de facto it is possible to consider the entire initial value of the assets of the water utility to be replaced);
- destruction of heating networks - 26 boiler houses, 5 CTPs (only what can be seen, damages of at least 14 million euros);losses of enterprises - almost 300 million euros (not including ports and stevedores, which must be assessed separately);
- energy infrastructure - about 9 million euros.
According to calculations carried out by the KSE Institute, the total damage assessment in general amounts to about 852 million euros. The final figure will be known only after the preparation of the city recovery plan.
"These are the data collected by the city and evaluated by our project. 3 of them, satellite images show damaged objects worth approximately 220 million euros. What makes the difference: frontal, facade damage to high-rise buildings that cannot be seen in the overhead view. Business losses, because a large part of destruction, lost equipment cannot be physically identified by this method. In addition, there are objects that are not yet included in the geoinformation system. For example, some categories of networks, which were evaluated separately according to the data of the relevant ministries," Mr. Maksym clarified. Since the beginning of the open invasion, Mykolaiv was not shelled for only 46 days. The mayor noted that if you put an imaginary grid over the city, you can see that almost every "cell" was shot at. The most striking examples are the Central and Zavodsky districts. There is no military facility here. Sleeping areas, markets, old city center. This proves that the Russians did not aim for any demilitarization. Exclusive genocide of the population. Moreover, 40-50 rockets that fell there are cluster, prohibited projectiles, the main purpose of which is to destroy people.
The presentation of the report was also attended by the developers of the Mykolaiv city geoinformation system, representatives of the SOFTPRO company - company director Andriy Cherin and project manager Vladyslav Guryanov.
<br> <br> Discussing the current state, plans and possibilities of the future use of city GIS in matters of restoration and reconstruction, Andriy Cherin noted that the developers took into account the difficulties with accounting and data formatting, the processes of accounting and maintaining registers, the formation of inspection reports and subsequent accounting of restoration projects. For an alternative view and analysis of system data, you can already use a heat map.
In addition to data on damage and destruction, the city geoinformation system of Mykolaiv provides opportunities to enter data on restoration and reconstruction projects. Currently, this component has not yet been reflected, and with the appearance of information about such projects, visitors will see it in public access.
The report on the assessment of damages, losses and needs of Mykolaiv was prepared with the support of the EU Anti-Corruption Initiative and the Danish government.
The latest report of the project "Russia will pay" shows that the total figure of direct losses from the war in Ukraine already amounts to almost 136 billion dollars.
