The construction process in Ukraine has been complicated for a long time and had significant corruption risks, which restrained its development potential. Therefore, there was a need to consolidate and simplify the close interaction of specialists of the state architectural control, urban planning and architecture authorities, authorities for assigning addresses and cultural heritage, the Ministry of the Region in a common working information space, which did not exist before.
- automation of the processes of creation, collection, accumulation, processing, protection, accounting and provision of information (data) in the field of construction;
- increasing the availability and convenience of obtaining services in the field of construction;
- increasing the transparency of the provision of administrative services in the field of construction;
- ensuring openness and availability of information (data);
- entering the identifier of the construction object and the completed object;
- automation of recording in EDESSB all actions of any persons with information (data) contained in EDESSB;
- increasing the accountability of the industry, reducing abuses and overcoming corruption risks;
- ensuring electronic interaction between state bodies, local self-government bodies for the purpose of providing administrative and other services in the field of construction according to the "single window" principle.
Process
It is assumed that most of the information and documentation necessary for construction will be created in the System by the relevant entities, which will allow centralization and standardization of data from many disparate sources of information. The main principles of the formation of documents in the EDESSB system are:
- mandatory basic information (registration number, date, publisher, document status),
- metadata (who and when created, where the information came from),
- personal responsibility (documents are signed exclusively by the person responsible for their registration),
- immutability of data (it is impossible to change data after registration).

Result
The main core of the system was the register of construction activities, which contains information about construction participants, permits and other documents. Information contained in the register of construction activities, analytics of the system, etc. is publicly available on the System Portal. The System's electronic office is a non-office part of the System that enables officials, organizations and certified persons to enter and register documents, confirm participation in construction and monitor its status. The following were implemented:
- Subsystems for registration of construction activities; administration of EDESSB and "Electronic system user account";

Data output services
The system uses a number of services for data output: * publication of information on the EDESSB portal, * the WFS service allows you to connect system data in the form of information layers on regional and local geoportals, * the API service allows other information systems to create requests to the system and receive the necessary information.

The system has capabilities and functionality for integration with existing state systems: Unified state web portal of electronic services "Portal Diya"; State register of rights to immovable property; Unified register on environmental impact assessment; State Land Cadastre; Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations; "Open Spatial Planning" platform; Geoportal of the administrative and territorial system of Ukraine
Authority map
A tool that allows every visitor to the portal to click on the territory of the relevant community to find out complete information about all the authorities exercising authority in the field of construction for this territory.
Data analysis for completeness and reliability
One of the important components of the functioning of the system is the automatic analysis of data and verification of documents provided for registration, which ensures their verification for completeness, format, logic and reliability, which protects users from unscrupulous applicants who have been trying to abuse the declarative for a long time (since 2011). the principle of submitting documents.
Further fate of the project
The Ministry of Regions continues to fill the Unified State Electronic System in the field of construction. Currently, more than 13,000 electronic services in the field of construction have been provided through the Diya Portal, and more than 108,000 construction objects have been registered in the register of construction activities. This was announced by the Deputy Minister of Development of Communities and Territories of Ukraine Natalia Kozlovska during the All-Ukrainian Forum "Ukraine 30".
